Only Washington DC & US Territory Citizens & Residents & Related Money must file & pay Income Tax?

Are ANY of the 50 States of the Union included as “States” to which the income tax applies in the Internal Revenue Code? If not, where in the world ARE the “States” in the IRC?

How come Alaska and Hawaii residents had to file and pay federal income tax when they were US Territories, but not after Alaska and Hawaii became Union States?
