Anyone who had a C-Band satellite from 1995 to 1998 should recognize this one -- the opening of "Basil Basset Bingo," a playalong satellite Bingo channel. The game was "hosted" by Basil Basset, a 3-D animated dog. Bingo cards were purchased directly from the station and activated to play and win at home. There were a few legal challenges to the game in some states (mainly Florida), but Basil himself was always interesting to watch. The station itself resided at S4-7, which a very weak satellite (as you can tell by all the static) and was a "holy grail" of sorts to get a perfect picture.
