Authorisation to Supply or Administer a Poison [SARS-COV-2 (COVID-19) VACCINE – Australian Defence Force

The Western Australia Government website appears to show a link to a document pertaining to the Public Health Act 2016 (WA) – Instrument of Authorisation which clearly states that it gives the power to an individual (officer) to administer a poison vis-a-vis the Covid Vaccine!

This is so bizarre that I'm left wondering about the authenticity of this? Can anyone confirm that this is real?

I was able to download the document although there are reports of people having been blocked from downloading it.
