If the battery of an EV is cold you should expect a loss in power. To protect the battery the maximum power you can pull out of the batterypack is limited. This Video shows a real-world example of this.
Basically my bike only has around 1/5 of its original power, still not that big of an issue. I can still easily go to work in acceptable speeds. This only was the 3rd time the power-loss didnt allow me to go 130 kmh (138kmh of display), which is the legal speed limit where I live.
Consumption is also very high, but also no big deal for me, because I don't feel to take long trips with my motorcycle in weather conditions like that. Going to work with this, no problem at all.
Touring is possible in summertime.
