In May of 2017, Susan Wojcicki brags about YouTube having on average one billion hours of watch time per day. Then someone puts her on the spot and asks her how is all that being controlled. She is caught off guard and can't give a real answer. This is what lead the government to intervene, by pushing for more and more control over the users, but with problems stacked on top of problems while selling users personal information to the highest bidders for advertisements, no one is looking at the real problems or how to really fix them. Not yet anyway.
