Het NCSC wilde meer gegevens kunnen verzamelen, zoals zorgdata. Bovendien wil het de verzamelde data centraal opslaan en kunnen delen met derden. Eerder mochten gegevens alleen met vitale overheidsorganen worden gedeeld. Hiervoor was geen wettelijke grondslag, dus werd deze gecreëerd middels de Wet gegevensverwerking door samenwerkingsverbanden (WGS). De WSG is al door de Tweede Kamer, maar de Autoriteit Persoonsgegevens roept de Eerste Kamer op om de wet niet aan te nemen, omdat deze veel te ver gaat en er geen duidelijke grenzen worden aangegeven.
