The Boyu Tokaido was designed just to connect Tokyo and Kyoto, but the government had to do quite a bit to assuage fears and concerns of tunneling under Mt. Fuji.
It makes a detour underneath of a sea of trees instead.
But there are a lot of bad legends about the woods surrounding Mt. Fuji, so it may have affected the operation and number of passengers that would ride it.
With that mindset, they never announced it officially.
