Interestingly, turns out the Russian expert was right that these balloons can only be shot down with IR missiles based on the hot side of the balloon facing the sun giving off enough heat, whereas radar trackers can't shoot it down. You can tell this because it seems the jet(s) had to approach the balloon fairly close, which is the range for Fox-2 (Sidewinders, etc) IR guided, which can't be fired from long range. If the balloon was able to get shot down on radar signature then they would have likely shot it down with ground SAM's (Patriot) or long range jet fire, not having to approach it close with the jet fighter.
