China called the World Health Organization on 12/31/2019 to tell them they had a virus problem. The World Health Organization declared coronavirus a pandemic on 3/11/2020 that is 19.47% of a 365 day year.
It turned exactly 19.47% of a year at 2:00 AM on 3/11/2020. Now I counted the time from 12/31/2019 starting at midnight so it was probably later if I had the exact time of the commumication between the WHO and China on 12/31/2019 I would be able to get it close because Tedros made the pandemic announcement in the afternoon on 3/11/2020 but I don't know what time yet. I wouldn't be surprised to see they made it fit exactly between China and NY time zones. China is 13 hours ahead of NYC. Either way if they're using 19.47 and 19.5 and 19 rounded out it fits.
