Denunciations to Come
The denunciations of woe will fall upon particular nations that have been specifically named, such as Babylon, Assyria, Philistia, Moab, Syria (Damascus), Egypt, Ethiopia, Arabia, Judea, and Tyre.
Isaiah the prophet then passes to denunciations of a much broader character, involving the World of the future.
Isaiah 24 to Isaiah 27
This section of his work extends from the commencement of Isaiah 24, to the conclusion of Isaiah 27, thus including four chapters.
The Whole World at Large

The world at large is the general subject of this entire prophecy; but the "peculiar people" still maintains "a marked" and "prominent place", as spiritually the leading country, and as one in whose fortunes the world at large would be always vitally concerned (see especially Isaiah 24:23; Isaiah 25:6-8; Isaiah 26:1-4; and Isaiah 27:6, 9, 13).

Yahweh Will Empty the Land/Earth
Behold, the Lord Makes the Earth Empty
Several critics (Lowth, Ewald, Gesenius, Knobel) prefer to render, "makes the land empty;" but the broader view that is maintained by Rosenmüller, Kay, Cheyne, and others, seems more preferable, that this extermination is world wide.
The mention of "the world" in verse.4, and of "the-kings of the earth", and verse 21, implies a wider field of survey than the Holy Land of Israel.
Not a Complete Wipe Out
Of course the expression, "makes empty," is rhetorical, some "remarkable", but "not a complete" depopulation, as pointed at out (compare verse 6). Turns it upside down (compare Ezekiel 21:27). Scatters abroad the inhabitants.
The Few That'll Be Left Over
The very scanty population leftover will be dispersed, and not allowed to collect into masses.
