How will a pandemic be defined in the future? Are we looking at such a low threshold that we could go back into this scenario all over again. Its a big problem, as we have ad hoc guidelines since March 2020. We should have used the original WHO pandemic guidelines from before 2008. Sweden essentially followed these guidelines, and had a negligible 0.3% higher death rate than normal.
The definition of a pandemic before 2008 was based on extent and severity of sickness, not prevalence of a disease. That was changed in 2009.
