He wants them to keep the lockdown going while they create programs that would rival the unconstitutional ones FDR implemented during the New Deal and needed a stacked Supreme Court he added justices to in order to make happen. He wants to turn employment into temp work which removes any power of the employee and makes them dependent on their employer. Which to make something like this sound good he is calling it “outsourced apprenticeship”.
