The Lichtenberg pattern in specific is created due to the capacitance and resistance of the medium (eg. wood, the Earth's crust, air etc.) It is not exclusive to dielectric discharges (i.e. electricity).

*Note: The higher density of voltage on the left side (of the video) is because that is the 'negative' pole (or south pole) of the voltage discharge. It has a higher density of voltage, whereas the 'positive' pole (north pole) is on the right side and behaves in the same manner as the 'stepped leader' in lightning discharges.
