What is an SSRI? Selective Serotonin Re-uptake Inhibitor is a neurotransmitter. These SSRI's are extremely dangerous, flat out poison.

It is -possible- that the FBI or the Army or Military, whichever one he was enlisted in, the Army if I recall correctly, it is possible that they were using this Voice to Skull Long Range Acoustic Device on this Santiago fellow who may have also been on a SSRI drug. But of course the medical records of these "shooters" are always sealed. How convenient.
