At 14:25 Around the age of thirty there is a "bleed through" that happens and the memories come back, "they wipe you out or kill you, or put you into a institution". She asks who is they behind the programs (MK-ultra)? Max replies, the consciousness behind these programs in the first place, it's levels, it's layers, on one level it's the alphabet soup agencies, NSA, MI6, then on a higher level it's off planet, and then at the highest level it's connected to the Orion group, the Orion Star System, and Alpha Draconis.
Side note, Bill Cooper mentioned that the disarming America agenda was called Project Orion. The people attacking humanity via various methods are from Orion, and Alpha Draconis, but of course this is so difficult for most humans to believe so it continues unchecked. This is why there is such a heavy push behind the flat Earth agenda / psyop, to hide that entities from other planets are coming to and leaving from Earth, thus the need for the "deep state" to make people believe that we are in a "closed system" under the "firmament" as the shills claim.
Resume interview. At 15:00 Max says he had memories as a child that didn't make sense. His best friend in school was a girl named Meredith Kennedy, she was from the Kennedy family, parents were both scientists at Sussex University which is a main arm of the Tavistock Institute in London. Max continues, the estate he grew up in outside of Brighton. The reason why he was chosen before birth for testing was because of his genetic strain, his DNA, which is from the Charlemagne bloodline on both sides of his family. His father is from the Huguenot family which is linked to the Merovingian line, and his mother was from the Merovingian family whom are connected to the French revolution and the French royal family. Interwoven in that was Celtic blueblood. "They" were looking for the blueblood lineage children because of their abilities.
She asks if it is the same lineage as Charles the Great. He confirms yes.

Max explains how when he was born two minutes into the winter solstice (via induced birth because of the power of being born on or near the solstice time), he was taken away from his mother, they drugged her, and put electrodes on his shoulders and his back and gave him high levels of electric shock. When he was born, there was a line down the center of his body, half of his body was yellow, half was red, the doctors called it the harlequin effect. It is in the British medical journal. Max found out that his father was connected to the Alpha Draconis star system, he was one of the albino Draco's. Max's mother was of the higher dimensional angelic realm. The Harlequin is also known as the joker or the fool in the tarot card deck.

Max says that his name was encoded. Maxwell Spiers. The word max meaning extreme, well, leading into the ground or more dense dimensions, and spiers or spiral which leads up, so it gave him the ability to walk down to the lower frequencies or go up to the higher frequencies.
