The imagery here in Isaiah 14:3-23, is found also in (Ezekiel 31 and Ezekiel 28:1-10).
The Fate of the Assyrian (Ezekiel 31)
Ezekiel 28 Describes The Lament of the King of Babylon and Not Satan (Ezekiel 28:11-19)
This particular section of Scripture has NO connection with Satan (The So Called Devil) whatsoever.
The Future King of the North/Assyria/Babylon
This passage concerns the future King of Babylon/the North/Assyria (Isaiah 14:4). The King who thinks he is a God but is only a man (Isaiah 14:14). This passage concerns a future Middle Eastern World leader.
King of the Heart of the Seas
This King resides amidst the heart of the Seas, or who between the Seas (between the Western and Eastern Sea).
A King Wiser than Daniel
The King also thinks he is wiser than Daniel, and because of this, he has acquired wealth. This King has acquired Gold and Silver for his vaults, treasure that was acquired through the destruction of his own land, and the murder of his own people (Isaiah 14:20).
Nations of the North (Kurdistan) and East (Persia) Destroy this King
Because of this, God is going to let Nations (from the North and East) come upon him, and he will die a death by the hands of the uncircumcised (consider Daniel 11:37), and he will go down into the grave (Isaiah 14:14-23).
Going Down to Sheol Alive
He will NOT receive any State burial like his Fathers had done, he is going down in disgrace, because he is someone who is despicable (Isaiah 14:20 and Daniel 11:21).
The Deluded Man Who Thought He Was God
The man who thought he was God, will learn that he is only a man, and that God who is the most high has done this.
A Son of the Dawn
This has nothing to do with Satan the Devil whatsoever.
Helel | A Light Bearer of God That Became A Worthless Shepherd
This person not only had intimacy with God until badness was found in him, but he was a bearer of light and of truth. Zechariah calls him the Worthless Shepherd that Leaves the Flock.
In Daniel 11 he'll turn against the Holy Covenant, and will reward all those who'll also leave it
Further, he'll not worship the God of his father's. This is mentioned 6 times in scripture, and each time its referenced with Yahweh the God of Israel.
With regards to being a light bearer, in the Garden of God he was a great tree, and no one else was fairer or more beautiful in the was this person was.
The Garden of God merely describes the area of the World where this person is coming from.
Final Hour Prophecy
This is final hour prophecy and occurs when the future King of Babylon/the North/Assyria comes to his end. The result of this Kings destruction will be exiled Israel returning to the Land of Israel.
