So this is a definite (another) bullshit story from Steve Pieczenik. David Knight is a wise man. He saw through this spook very early on, when he was trying to sell the "no victims" lie after the Vegas shooting. The "Dr" in front of his name must be for "Spin Doctor".
There was no "sting operation" and no National Guard arresting corrupt politicians. There were also no watermarks on ballots, other than the ones that some states use in their jurisdictions. No QFS and blockchain bullshit - he just spewed these jargon words he read somewhere.

Update (2021.01.08):
So, after all, another bullshit story from Steve Pieczenik. I'm done with this CIA psy-op guy. It will be funny, though, to watch him trying to weasel out of this one.

Update (2020.11.10):
I see two options.
1. Pieczenick is feeding us Q-style bullshit ( aka "trust the plan") or
2. The scheme needs time to play itself out.
