The Japanese Diet’s multi-party Manga, Anime, and Game Caucus proposes a bill seeking funds and authorization to establish a facility to house animation cels and original manga drawings for the express purpose of keeping them in Japan and out of the hands of overseas buyers. Things get tricky when some of the language in the bill seems to grant the caucus the ability to seize assets from existing studios.
