There are 2 Jetpacks in San Andreas.
The 1st Jetpack spawns inside Area 69. It's available during the mission Black Project, and it'll continue to spawn there after that for the rest of the game.
The 2nd Jetpack spawns at the Abandoned Airstrip after completing the mission Green Goo.
The only way to get the 1st Jetpack after "Black Project" is to sneak inside Area 69, and then exit out through the underworld. Simply allowing CJ to drop in the underworld will cause him to reappear back above the surface, but then the Jetpack will disappear. That means that the only way to retain the Jetpack is to find a way out through some sort of "opening" or "exit".

The location to exit the underworld was discovered by GTA_Phreak back in 2006. His video "Black Project Revisited" that demonstrated how it works has been removed.
This video was made using a Starter Save. All available side missions and collectables have already been completed.
