The phone I'm using has no sim card, all the data is being sent over the LoRa radios on the Meshtastic devices. So two or more of the Heltec modules could function as an off grid communication system if there is no cell service.
The web client will work with no internet connection after the page has been loaded but you need an internet connection to initialise the client. The web client can be self hosted so it will work with no internet connection but I haven't done that yet.
Some people are getting well over 100km range between these devices although that's not what you'd typically expect in an urban environment. Several kilometres would be a more reasonable expectation.

I made 2 with the standard MAC embedded into the ESP microprocessor and I changed the MAC on one to emulate the injected people. I also made a BLE scanner that runs a web server so I can view the scan results on a web browser.

A common misconception with BLE is that it is only a short range transmission. While that was true with earlier implementations of the Bluetooth stack, versions 5.0 and above have the capability for longer range transmissions.
Some of your devices might have even received OTA updates to upgrade them to implement the more recent protocols without you being aware of it.
