The programs I used to achieve this was subtitle edit, vlc, audacity, notepad++ and excel

step 1: I converted the video file to audio using VLC
step 2: I used a subtitle file and reformatted it to align with a label track in audacity. To see how that is like, make a label track (like using the analyze->sound finder option), and export it. Then you use the time stamps in the subtitle file to align with the labeling format.
step 3: import the custom built label track to audacity and export the audio track in separate files using the labels.
step 4: Since the tracks you exported neatly follow an order with increasing numbers you can easily make a text file using notepad++ and excel that'll refer to all those audio files, after you put the audio files in the anki folder.
step 5: add the subtitles to two different columns in that text file, you might have to edit the subtitle files to make them correspond to each other. "Subtitle edit" works nice for this.
step 6: import and have fun!
