Officers were caught on audio recording beating and then shooting a handcuffed man last July in a case that has been called one of the worst police-involved shootings in recent years.
A grand jury in January declined to bring charges against the officers.
O’Neill had said Monday that the officers had “no choice” but to open fire on the man because the suspect was reaching for one of their weapons and it was “life or death.”
At a news conference on Tuesday, O’Neill again said the officers “felt in danger of losing their lives.”
O’Neill later added that he believed the incident was covered by the state’s 2015 law shielding officers from being charged for an incident that results in death unless there was a “wanton and willful disregard” for the life of the suspect.
The law also allows officers to be charged if they had engaged in a criminal act leading to the death of the suspect.
The video footage that triggered Monday’s announcement was taken by an onlooker as police were attempting to detain William Porter, 43, after he allegedly pointed a gun at a woman who was riding her bike.
“I can see why the community is angry,” O’Neill said Monday of the video that was released. “We need to step back, take a deep breath and get it right.”
Porter was shot in the head by an officer during the encounter. He died shortly after his injuries and was pronounced dead on scene.
O’Neill called the video and the audio of the shooting “harrowing” to listen to.
“What I saw today — the video — was a man who was clearly out of control,” he said Monday. “He needed to be put down.”
Officers were called to the scene of the shooting on West Palm Beach’s “Palm Island” after 911 callers said that a man had pointed a gun at a woman.

Here we see an injured Russian soldier who was caught between a fallen building an an APC which crashed into the building. The Ukrainian soldier recording with a GoPro helmet camera tries to rescue him and cut his leg free, trying to rescue and save him. However, his leg is jammed between the fallen bricks and the APC, so they need to pull the tank back before he can freed.
The man seems to be in shock already as he isn't moving or reacting much except by yelling in pain when attempted to be moved, nor is he fighting back (he is also slow to react when his name is called)

There is a way on re-mars-tered for PC with the script loader, but it has some caveats since I never finished it. It flies like a lubed up boat in space (very slidey, no air friction / movement dampening), and there's multiple steps to it. I'll post the steps to make it work, just a sec
1. You'll want to install two things, the re-mars-tered mod manager: https://www.nexusmods.com/redfactionguerrillaremarstered/mods/10 and the RSL (I broke automated builds, so here's the latest working build): https://ci.appveyor.com/project/Moneyl/rsl/builds/28676395/artifacts you only need the zip file with the RSL, not the pdb.
Next, you'll want this. Replace the safehouse vehicle selector mod that comes with the mod manager with this one. The RSL can't spawn vehicles yet, so you need to use this mod to do it.

2. Open the mod manager and find the safehouse vehicle selector mod, add the flyer to one/all of the safehouses, flyers are the "EDF_AAXAir_xx" vehicles. Once you've picked where the flyers should spawn, install the mod, and run the game like normal.

Place the script into your RSL/Scripts folder, and once in game (load a save, not at the main menu) press F1, and open the script editor to run the script. Once run, you can press 'f' to teleport yourself into vehicles. It doesn't kick out the driver, so make sure it's empty.
4. Finally, here's the script that lets you control the flyers. You run it once, and then once you're in a flyer, press v to enable flyer control. Controls:
Shift - Move up
Ctrl - Move down
WASD - Move forward, left, back, right, respectively.
z - decrease movement force
x - increase movement force
