How and when does a “devotee” develop all good qualities?
When does a “devotee” become free from anarthas?
What can you see now after developing your adhikar that you could not see before?

Here is his letter:My main question is whether spirituality can exist without morality. I have to make what I mean clear.
My experience is mostly based on what I observe in Russia especially in Ural region, where I live.The moral situation becomes worse and worse year after year.
If in the nineties I was so glad that in ISKCON (at least in which I lived) the situation differed from of Russian Orthodox Church. Nowadays it is almost the same. I observe how ISKCON becomes convenient for sinful persons. And they remain sinful even after many years of their spiritual practice. Maybe you know Pablo Escobar. He was a head of very big mafia cartel in Columbia. He was a devout Catholic and simultaneously a cruel and deceitful man. Now I observe such small Pablo Escobars in our ISKCON organization. I understand that they have already been but previously they went away (at least I saw it in my location) because for them ISKCON was not a convenient place.
Now I see how good and pious persons go away, because for them to be among such immoral persons is not acceptable. During discussion about the situation with others the most interesting thing is that opposite parties quote the same verses in support of opposite opinions.For example the point that "a devotee has all good qualities".The first party states that if one becomes a devotee it means that according to scriptures he has good qualities. And if one cannot see them in him it means that he is a faultfinder, he is sinful himself (and there are quotations supporting it) and so on. Some leaders and even Shrila Prabhupada's disciple coming to Russia states that all members of ISKCON are pure devotees. Consequently to say that a rapist or a pedophile is bad means to criticize a devotee who simply has "temporary and accidental difficulties", which are not "obstacles for a flow of his bhakti". And usually the verse that anyway they are “sadhur eva” is quoted.
Counterarguments to this thesis are the following.1. If to speak about such verses like "sadhur eva": "Even if one commits the most abominable action, if he is engaged in devotional service he is to be considered saintly because he is properly situated in his determination."
2. About "accidental" falldowns.
3. If to accept such immoral persons as devotees, then many other things written in Shrila Prabhupadas books do not seem to work. For example; Lord promised to protect surrendered souls from sins (but they live in sin), Where is Krishna, there is light and no darkness, and so on. All such sayings simply become useless. And Krishna Consciousness stops to be a science. 4. There is another philosophical problem in this regard. If it is possible to be a devotee of God without changing one's nature, and this position of a devotee lets one to be saved by God from sinful reactions, then in this case what is the difference between God and a corrupted chief of police? And why do I have to respect such “Supreme Person”. I know people who are better. At least they have principles.As a conclusion the second party states that if a "devotee" has no good qualities, it means that he is not a devotee. And following different rituals including japa, arati and so on may not be a criteria of accepting any one as a devotee.And how I can see ISKCON divides on this subject. In Russian Orthodox Church there is a "saint" named king Vladimir. He lived in the ninth century. He had 500 concubines and he raped all pretty girls and women in Russia. He was completely an abominable person, but he is considered to be a saint because he made a lot for Orthodox Church. We have the same situation now. Those, who are very helpful to ISKCON and its leaders, are good in spite of their bad qualities. When I ask whether spirituality can exist without morality, I mean what must be a criteria for judgment who is who, whether it is usefulness for our organization and its officials or moral qualities of a person?By the way I think it is not only the situation where I live. A Spiritual Revolution is not conducted like material revolutions, with destruction and killing. A Spiritual Revolution is a happy, joyful process. The result of a Spiritual Revolution is that everyone becomes happy. The only losers in a Spiritual Revolution are those who refuse to join the fight.
In a mundane battle people must choose sides, but in the Spiritual Revolution all sides enjoin the battle in the same way, and gradually the distinction between "my side" and "your side" evaporates, allowing everyone to unite in peace.
The ammunition is the maha-mantra - shooting it into the ears of everyone around. Because this is a transcendental sound vibration it reaches deep down inside, purifying the heart and mind from material contamination. By such repeated cleansing, the natural joyful state of the spiritual living being begins to shine through, and because the mantra offers such a superior taste the listener loses their attraction to all mundane things.
The effect of the mantra is independent of all considerations. It does no matter whether you believe in the mantra or not, it will act, just as medicine acts independently of the belief of the patient.
Everyone in this material world is suffering from spiritual disease, the symptom of which are lust, envy and greed, and the cure for this disease is the chanting and hearing of the maha-mantra. When we recover from our diseased condition we will be relieved from the base desires that degrade and destroy society.
Our immediate goal in this Spiriutal R-Evolution! is that 1% of the people will participate in the effort, reciting the maha-mantra at least once every day. You can take up the revolutionary effort by recruiting people to also join. The more that participate the quicker we shall see the effects.

The middle six chapters are considered the heart of the Gita. They focus on the relationship of the living beings with the Supreme Lord.
Having earlier only hinted that He is the Supreme Lord, in Chapter Seven Sri Krishna says it in clear and unmistakable terms, that He is the Supreme Absolute Truth, and what that Truth is. He also explains who can know Him, and who cannot because they will not.
