In both the Civil War and World War I, the United States instituted wartime drafts to ensure that the U.S. had strong military capabilities. However, the drafts were ended when hostilities concluded.

The first peacetime draft was initiated in 1940, prior to U.S. entry into World War II. It enabled the U.S. response to the attack on Pearl Harbor. A resulting piece of legislation—The Selective Service Act of 1948—serves as the basis for the modern Selective Service System. Between 1948 and 1979, the Selective Service System was put on stand by. However, efforts in the 1980s led to the current form of the Selective Service System seen today.

The Selective Service System was first instituted when America’s capacity and capabilities to defend its vital interests were very different from what they are today. Almost 100 years later, however, the country’s interests and needs have changed. The Selective Service System is outdated. Congress should assess the relevance and practicality of the current system and look into an alternative form of service, one that gives individuals the opportunity to voluntarily join an inactive reserve, to be an effective solution.

THE DRAFT IN PERSPECTIVE

It is important to differentiate the Selective Service System from the draft since the two are routinely conflated. While the draft is an actual call up of citizens to serve, the Selective Service System is more like a contingency plan—a collective list of citizens capable of serving if the need arises.

A draft is used to conscript people into military service. It is a decision made by Congress and the president, and the subsequent process legally forces people to join the military. The U.S. has used the draft several times, when going to war and on other occasions when it determined its permanent or standing force was too small for the task. It expanded the U.S. military during the Civil War, both World Wars, and the wars in Korea and Vietnam. Draftees accounted for as little as 10 percent of the force in the Civil War and roughly half the force employed during World Wars I and II. They represented one-third and one-fifth of the force during Korea and Vietnam, respectively.

To implement a draft, Congress and the president must authorize one. Congress passes legislation that the president then signs. In order to initiate a draft, the government needs to know who is eligible to be called up. This is typically a segment of the population comprised of men between the ages of 18 and 35. The Selective Service System was enacted in its earliest form in 1917 and has been resurrected, modified, and used throughout the 20th century, as needed, to create and maintain a registry of potential draftees in the event the country needs to mobilize for large-scale war.

The system has been periodically challenged, even at its inception. On at least a half-dozen occasions, the U.S. Supreme Court has ruled that it is constitutional, authorized by Article I of the Constitution which states that Congress has the power to raise a military. Again, the Selective Service System is not a draft per se; it only provides the means by which a draft can be implemented if and when the need arises. Essentially, the Selective Service’s purpose is to enable a draft should the United States need more military power than exists in the current all volunteer force.

LESSONS FROM HISTORY

The relevance and utility use of the Selective Service have changed over time. Throughout much of the 20th century, war meant a mass army employed for years and subject to casualty levels requiring regular replenishment of the force. From the 1991 Gulf War on, the wars waged by the U.S. have seen American casualties at historic lows, really without precedent, though sometimes protracted, as in Iraq and Afghanistan. The standing force composed of the active duty, reserve, and National Guard components, ably handled these more recent conflicts.

The types of threats challenging U.S. security interests have been small when compared to the massive conventional and nuclear threat once posed by the Soviet Union. Further, few people truly believe we will find ourselves enmeshed in a full-scale war with the likes of Russia or China.

A few major points to consider when discussing the current Selective Service System include: its impact on U.S. military capacity and capability, its relevancy to current needs, its practicality, and its impact on the greater international order.

Most investors understand that buying the best stocks in the market can bring them great financial success. But in an industry where there are so many different investments available, it's not always clear why you really need to invest in a brokerage account through a stock broker.

If you're satisfied with either earning average returns or allowing professional investors to take your money and invest it on your behalf, then you don't actually need to open a brokerage account. But if you're interested in the much better returns that you can earn if you identify and invest in the most promising companies you can find, then you'll want to start a business relationship with a good stock broker as soon as you can.

The first place where most people stash their spare money is in a bank account. Checking accounts typically pay next to nothing in terms of interest, but you can find savings accounts or certificates of deposit that will give you at least some return. But the problem with relying on bank accounts for the money you want to invest is that the rates of interest you'll receive will never come close to matching what the stock market has given investors historically. And you'll never find an investment offered by a bank's traditional banking business that's designed to give you true stock market exposure.

A much more reasonable way to invest that doesn't involve a stock broker is through mutual funds. These investments involve multiple investors pooling together their savings into a single investment vehicle, with a manager that takes all of the money and invests it according to a specific objective. You can find mutual funds that specialize in all sorts of investments, including stock mutual funds that concentrate solely or primarily on stocks.

Mutual funds fall into one of two main categories based on how they choose their investments. Index funds are designed to track an outside index of investments, often simply by buying all the stocks that make up the benchmark in question. For instance, an S&P 500 index mutual fund usually owns all 500 stocks of the companies in the S&P 500, in the same proportions that the managers of the index use to calculate the S&P 500 every day. Index funds tend to have low costs, which enables their shareholders to come very close to matching the performance of the index that they track. However, index funds aren't designed to give investors any opportunity to outperform that index. So if you want market-beating returns, index funds will never be able to deliver.

Actively managed mutual funds are different. These funds employ professional investors whose job it is to find the best available investments. These professionals cost more than the managers who simply track an index, so your total expenses from investing in an active mutual fund will often be substantially higher than what an index fund charges. If the pros are successful in delivering market-beating returns, then you can end up ahead. Unfortunately, more often than not, that doesn't happen, and active mutual fund investors earn worse returns than they would have with an index fund.

Finally, the last common alternative to a stock broker is to hire someone to invest your assets in a separately managed account. These services look a lot like an active mutual fund, except that your money isn't pooled together with anyone else's. You can have a portfolio customized to your own particular needs. The downsides of separately managed accounts are that they're often expensive, and they usually require substantial amounts of money to invest before an account manager will be willing to take on the account.

The ideal stock broker has a combination of attractive features. Fees a broker charges for stock trade commissions and other account expenses should be low. Your broker should give you all the account features you want, whether it's research, other types of financial accounts, or the ability to get advice from an investment professional from time to time. You should be able to open various types of accounts with your broker, including tax-favored retirement accounts like IRAs as well as regular taxable brokerage accounts. Which items are most important to you may vary, but figuring out what you want will help you identify which broker is best for you.

It would take you at least 20 years to get citizenship in a country like Andorra. Obtaining residency is relatively straightforward, but naturalization is extremely tough to come by.

In fact, it’s one of the longest naturalization timelines on earth.

Spain isn’t much better. The timeline on paper is ten years, but realistically, you’ll need to add four more for bureaucracy.

Long naturalization timelines, language tests, physical residence requirements, taxes, fickle governments, never-ending bureaucracy…

If you want to bypass all this and secure yourself a second passport in as little time as possible, you’ll need a citizenship by investment program.

What is citizenship by investment? The answer is in the name: citizenship you obtain by making an investment.

In more official terms, citizenship by investment is a process whereby wealthy individuals can obtain a second citizenship in a matter of months in exchange for an investment in or donation made to the country in question.

Unlike the other methods for obtaining citizenship – birth, naturalization, marriage, and descent – citizenship by investment operates like a business transaction.

You make the investment and they grant you citizenship.

Due to the purely economic nature of this transaction, you may have heard people refer to this as an ‘economic citizenship,’ or they simply throw around the idea of ‘buying a passport.’

That’s citizenship by investment.

Some publicists and public relations pros still have a sign on their desks that read: "There's no such thing as bad publicity."

Normally perceived as team players, Sweden and Denmark have found themselves playing the unaccustomed role of outliers in EU politics.
Neighbouring Sweden, which joined the EU in 1995, has also mostly looked for pragmatic solutions and not made too much noise at summits.

Many young Danes are waking up to issues of a liberal socialist country and what that means for their future and a growing number of young people are aligning themselves with conservative policies.

Denmark’s political future could be a lot more conservative and libertarian than it is today.

In a first-of-its-kind mock parliamentary election among the nation’s eighth and ninth graders, the centre-right parties ran away with the victory, collecting 57.9 percent of the vote to the centre-left parties’ 42.1 percent.

The ‘blue bloc’ parties rode to victory in 79 of Denmark’s 98 municipalities, turning the national political map a resounding blue.

The preferred party of the 75,000 teenaged voters was Venstre, which earned 27.4 percent of the vote. There the students’ votes largely mirrored those of their parents, as former PM Lars Løkke Rasmussen’s party is also the largest amongst registered voters.

As men, we like to think of ourselves as strong and in control of our emotions. When we feel hopeless or overwhelmed by despair we often deny it or try to cover it up. But depression is a common problem that affects many of us at some point in our lives, not a sign of emotional weakness or a failing of masculinity.

Depression impacts millions of men of all ages and backgrounds, as well as those who care about them—spouses, partners, friends, and family. Of course, it’s normal for anyone to feel down from time to time. Dips in mood are an ordinary reaction to losses, setbacks, and disappointments in life. However, male depression changes how you think, feel, and function in your daily life. It can interfere with your productivity at work or school and impact your relationships, sleep, diet, and overall enjoyment of life. Severe depression can be intense and unrelenting.

Unfortunately, depression in men often gets overlooked as many of us find it difficult to talk about our feelings. Instead, we tend to focus on the physical symptoms that often accompany male depression, such as back pain, headaches, difficulty sleeping, or sexual problems. This can result in the underlying depression going untreated, which can have serious consequences.

Men suffering from depression are four times more likely to take their own lives than women, so it’s vital to seek help with depression before feelings of despair become feelings of suicide. Talk honestly with a friend, loved one, or doctor about what’s going on in your mind as well as your body. Once correctly diagnosed, there is plenty you can do to successfully treat and manage male depression and prevent it from coming back.
