You can see that government 'agents' are carrying the agenda to vaccinate rural population who were never affected by the 'virus'.
The agents try to explain how the injection will help save their lives and so forth. They say that the government is taking great efforts to help rural people. The agents try to bring in politics, fear of virus and sympathy to persuade the old man, but he stays his ground and replies back soberly.
