Correction & Update: The reason top 21 BPs didn't fix CPU congestion was NOT due to neglect. It was due to flaws in REX's design which would have resulted in potential loss of funds. BPs *were* trying to fix CPU issues. Currently, REX won't lose anyone's funds while we wait for REX 2.0. Thank you to Yves of EOS Nation for clarifying this for me.
