This Saltier flag served as the flag of the Department of East Tennessee, one of the departments of the C. S. Army. Along with the Field Armies of the C. S. Army, who moved around as their campaigns demanded, the Confederate army was also divided into a number of different departments. These departments typically covered a fair amount of territory, and were concerned with manning forts and other army installations. Some departments included the Department of South Carolina, Georgia and Florida, the Department of East Tennessee, and the Department of Alabama, Mississippi and East Louisiana.
