The timing marks are these squares on the edges of the ballot. The ones in the corners look like Dr. Daugherity's hands in the thumbnail. The 19 inch ballots on 20" paper had them in the wrong places on the page, causing many to be rejected. That's gotten plenty attention.
Dr. Daugherity brings up a second cause, which hasn't: ballot printers must be set to heavy print density, and many in 2022 were set to normal instead. The marks don't fuse completely when set to normal and the tabulators take the ballot as a Xerox or a counterfeit and reject it.
Bennett describes the problem quickly and accurately to start the video when he asks Dr. D about it. But he says this is how Maricopa described it. That's not how I remember it and I think he's covering for them. They said the ink was low and maybe they gave some generic statements about settings.
After describing it perfectly in his question and getting an affirmative from Dr. D., Bennett starts this long talk about the voter bubbles. This has NOTHING to do with the printers. It's how the voter fills it in and how the scanner reads it. He conflates the voter's bubble with the marks that tell the machine where it should be, over and over again. (The machine counts the ovals >35% density as intended votes, multiple ovals >35% go to adjudication, but again this has nothing to do with the printer or the ballot being accepted or rejected. The timing marks, which *line up* with the ovals, have to be black to read the ballot. Poorly filled bubbles lead to undervotes or possibly adjudication. NOTHING to do with the misfeeds)
This was Bennett filibustering so people would stop watching, but he was also blaming the voters. He was saying the low density prints didn't read because the voter didn't bubble it in all the way, and suggesting this could explain the misfeeds/rejections.
These crooked lawmakers need be held accountable.
