do law enforcement , hackers & security companies know how to raw file when not told how to

How is it, that a company that provides security surveillance camera's do not know what format the raw files are in and where they are kept? One would think that they must know what format it is in and where they can be found. One would also expect that LE would be able to extract the raw fail or have their computer experts extract the raw file. Shouldn't computer geeks know without having to be told, how to find the raw file? I was reading the FOIA request the other day and had a chuckle at the username.
