This is the video, (along with 1000's of my informative comments) which caused Youtube to d-elite and cancel my 3rd account.
REALIZE: ALL private, non-occupational, non-transporting, non-carrier, noncommercial automobiles (most peoples cars) are not vehicles of a type that are REQUIRED to be registered but become a "motor vehicle" once the owner (operator) registers them. Once registered, ALL registered vehicles are considered "motor vehicles" which are "commercial vehicles" under U.S. Transportation Codes and are vehicles of a type REQUIRED to be registered.
Expressio Unius Est Exclusio Alterius is a maxim of law used in the construction of statutes: In English, this phrase means, the express mention of one person, thing, act, or consequence (COMMERCIAL VEHICLE for example), excludes the others (i.e. NONCOMMERCIAL VEHICLES). Premise: The legislature would NOT have made SPECIFIC enumerations in a statute (COMMERCIAL VEHICLE for example) had the intention been not to restrict its meaning and to confine its terms to those expressly mentioned (COMMERCIAL VEHICLES).
No REQUIREMENT or ANY procedure is prescribed for the registration of noncommercial vehicles as they are not motor vehicles of a type required to be registered, i.e. not Vehicles Subject to Registration.
