Should Random Perk Rolls RETURN In Destiny 2? | How We Could Incorporate What We Learned in D1

So, randomized perk rolls on stuff in Destiny 1 was a large reason for why players continued to grind out the games content well into the release of Destiny 2. Could this concept be reintegrated into Destiny 2 to make for a more meaningful reward chase?
