A targeted individual is someone that is considered a "threat" to the Powers that Be. These powers can be found on a global scale, including governments, religious organizations, and even from an alien source. You might be a whistle blower, or someone that is empowering others, or you spread awareness, or you are an investigator showing people what's really going on behind the screens. Or you are just a fit for the evil experiments. Especially when you're easy to hypnotize. If you're a spiritual being that is awakening, the risk of becoming a targeted person is high.
