The 'Disinformation Playbook' has been used for decades DECADES BY CORPORATIONS TO DELAY GOVERMENT ACTION on matters that would adversely affect their income or profit. There are 5 tactics listed beloww.
1. The Fake - conduct counterfeit science and try to pass it off as legitimate Research
2. The Blitz -Harass scientists who speak out with results or views inconvenient for industry
3. The Diversion - manufacture uncertainty about science where little or none exist
4. The Screen - buy credibility through alliances with Academia or Professional Societies
5. The Fix - Manipulate Government officials or processes to influence policy inappropriately

Here is some info on 'Maurice Samuel' (February 8, 1895 – May 4, 1972) as well as some of his quotes.
A Jewish intellectual and writer, Samuel is best known for his book You Gentiles, published in 1924. Most of his work concerns itself with Judaism or the Jew's role in history and modern society, 'You Gentiles' is a 1924 book written by Romanian-born British and American-Jewish author Maurice Samuel. The book goes on to discuss the main points of difference in behavior between Jews and Gentiles focusing on physical activity, religion, concepts of good and evil, loyalty, science, fair play, and discipline. The work contains some passages which, in the early twenty-first century, might be labelled "hate speech": as an example, under "We, The Destroyers", Samuel writes, "We Jews, we, the destroyers, will remain the destroyers for ever. Nothing that you will do will meet our needs and demands. We will for ever destroy because we need a world of our own, a God-world, which it is not in your nature to build. . . . The wretched fate which scattered us through your midst has thrust this unwelcome role upon us."
