The Netherlands is a small country in Europe with much of its territory below sea level. Windmills and modern pumps keep the country dry.
Recently, there have been indications that the entire water management is not up to standard. It's been reported that flood gates and water locks are limiting the flow to the sea, saturating the soil. This increases the risks for spring time, when two rivers bring a lot of water from melting snow. The other risk is from the sea side. In 1953 almost 1800 people lost their lives when the dykes broke, with the province of Zeeland being struck most severely. There are worries about a repeat.
