Islamic law is based on its founder's actions, personal life, and the instructions he "received" while sitting in a cave. It's a confusing mess, full of contradictions that are usually resolved by reference to the historical order in which the founding ideologue declared the law. [What was said last has priority and trumps all prior statements] But there's more confusion. There are 114 chapters in the Koran, not arranged in historical order. When so arranged, Koran Chapter 9 contains the final instructions to Muslims about how to deal with unbelievers. In particular, the following verse is often given as justification for the harassment, enslavement, and murder of kufars.

Koran 9:5 "When the sacred months are over, slay the idolaters wherever you find them. Arrest them, besiege them, and lie in ambush everywhere for them.
