This is really a Sea Based extension of the land based NEXRAD "Doppler Radar" towers which are actively being used to manipulate the weather and even create weather Super-cells and Hurricanes. However the MSM will not tell you that.
Instead, they "Officially Claim" that it is used for missile defense, but as you know they (governments and military alike) are always using cover stories to disguise their war tehcnologies:
