The 2nd part is from a presentation hosted by Esai Morales (the actor) on HIV/AIDS and corporate greed surrounding all the 'research' and 'treatment' involved. This is part of a QnA session in which Kary is asked about the PCR test and he states that its results cannot tell you anything more than the presence of something that you are looking for in a person.
