According to the author of this presentation, the goal of such operations is to make money. The author is wrong.
The goal is to get rid of efficient forms of opposition, specially in regards to the global takeover and its corollary of tyranny and lies, to wipe out people detaining compromising information, hide state sponsored crimes, eliminate truth tellers, whistleblowers, activists and anyone else possibly slowing down the insidious takeover of insatiably power hungry and sick individuals.
Maybe, somewhere along the way, a few conscienceless bastards make money out of it too.
Some of those organized stalking programs run in relation to illegal experimentation on non consenting and non informed individuals.
