I believe all places with very high temperatures already have the glass dome because just an artificial/Local sun cannot generate this much of heat in open space. It is due to Reflection. I don't know how low Dome glass is but Local Sun Rise and sunset at particular height in city gives a hint. By 2030 they want to install the Dome in all Places with population and repair all the cracks in the earlier one for more effectiveness. Ozone Layer, Hunhh.
