-Like Sarge, you are confusing the Intergalactic Confederation, or "Seeders", or Watchers, or Guardians, who are 11D with The Nine who are 12D. It was the Intergalactic Confederation who oversaw the Jupiter meetings on Ganymede. It is very easy to get these groups confused!
-Don't be concerned. There will be no "Rapture". This event was planned in the "negative" timeline which we rejected. It may have been with the intention to harvest as many humans as possible. By harvest I mean merchandise. So it was a negative agenda. We're not going anywhere. We ascend to 5D along with our planet. Those who are not ready for ascension will expire naturally as humans have been doing for many thousands of years.
-As far as I know, the CIA never had a reincarnation program. The Orion Greys had a couple of massive machines on the moon which kept souls trapped in a reincarnation loop on Earth. Those were shut down, dismantled and shipped off the Moon when the Galactic Federation liberated our Moon from negative non-terrestrials back in February of 2021.
-There are a couple of transport/cargo/motherships of members of the Galactic Federation which look like cigars or are cylindrical in shape. The Ahel Pleiadeans have a cylindrical transport/cargo ship which is flat on both ends. The Meton have a cylindrical mothership which is rounded on both ends. I have not heard about any ships being shaped like a bullet. My guess is that you might have seen something manufactured here. Could it have been a missile?
