Inebriated Driver Almost Nosedives 2 Stories In Apartment Complex

Portland, Oregon is home to criminals. Look up the laws in Multnomah County and you will be astonished. Criminals flee to this county, and this is the result you get. There are Maricopa County criminals who have fled to Portland because of voting fraud. Illegal immigrants, pedophiles, rapists, murderers, the list goes on, can move to PDX without problems from other places. Then you get a criminal who crashes their car into the 2nd floor apartment building and almost nosedives two stories, but the handrail stopped the fall. This was the result of two people driving 30 MPH through a 5 MPH parking lot in an apartment complex, on the side of the west hills. The real questions are:

2. Where is the driver?
3. Why is the driver not arrested or detained for questioning?
4. Why was the whole area not blocked off for investigation?
5. Where is the other car that almost hit this car?
6. Why is everyone talking to each other, but not the person behind the camera?
