We revisit the DND (Department Of National Defence) Lands located in Richmond BC, Canada. This was filmed on October 21, 2021. Our original video showed one side of the property had been fenced, leaving the rest of the perimeter of the 136-acre parcel to be fenced off.

By June of 2021, the fence was completed around the entire perimeter of the property. We also noted that contractors brought in gravel to cover up any space between the bottom of the fence and the ground. However, several weeks ago we noticed that the contractors had added another section of chainlink fencing to the bottom 3 feet of the existing fence, which effectively doubled up the fence at its lower portions with the apparent intent of further sealing off any gaps between the fence & the ground.
When the fence was being constructed they cleared away various shrubs, trees & bushes to create a buffer strip. However, throughout the summer much of the vegetation grew back which obscured the viewing corridors that were previously prepared. Today we noticed contractors with equipment cutting down the vegetation that had grown back. Clearly, the intent is to recreate the viewing corridors along the fence lines.
We then move on to a "Google Map" to give a better perspective of the locale of this site with respect to various transportation corridors i.e highways and railroads, as well its very close proximity to Vancouver International Airport (YVR). One can observe that the DND site is very centrally located to much of the BC population base.
QUESTION:
Why has so much time and expense been put into this fencing project as well as more fine-tuning with added fencing? Globally, we see plans in place to create isolation & quarantine centers with respect to the Covid issue. Is this what has been planned here on the DND lands?
