The interviews is in regards to funding for databases for the Intelligence agencies. Funding for United States Embassy's and Intelligence Agencies field offices are desperately needed according to the agents being interviewed. One of Rockefeller's inquiries touch on the National Security Agency's lack of information sharing with the FBI and CIA, that criminal investigators couldn't read any Signals Intelligence (SIGINT).
