I got the hearing part wrong, when I read this I thought that hearings were a must, re-reading it just says that hearing must be fair, but are not a given:
11.2 All Disciplinary hearings and appeals shall be conducted with proper regard for the rules of natural justice to ensure that any member subject to such proceedings receives a fair hearing at each stage of the disciplinary or appeals procedure.

The rest is as correct as it can be, given the impartial information I was able to collect. Unfortunately everything is shrouded in secrecy and there it was a struggle to find out anything.
