Many cities are seeking better rates of return for their long-term-investment portfolios via 'prudent' investing and 'diversification' of their holdings to include riskier assets. Some of these cities also are hiring companies to do their investing for them. Meanwhile, the public is in the dark about how this is turning out. What could possibly go wrong?
