Depends on the reader. According to Wikipedia "Birx specializes in HIV/AIDS immunology, vaccine research, and global health." It's SOP for scientists to list their resources in their publications. Birx, who has pursued scientific matters from an early age, is certainly well-aware of this requirement. But for a lay audience she apparently decided citations would turn off most readers.

But there may be other reasons for the lack of citations. Liz Wheeler digs into the book and quotes Dr. Birx as seeking a way to impose lockdowns similar to Italy's draconian model, a policy she didn't dare announce publicly.
