God Uses Events to Fulfill His Own Will
Tilgath Pileser (Isaiah 10:6-7), Nebuchadnezzar (Daniel 4:28-29), and Artahasta (Ester 7:21) are examples of Kings and Leaders that were used by God just like Waters/Rivers, to either destroy Israel or to cause it to blossom.
No Ruler Independent of God: God Sets Up and Also Tears Down Kings and Kingdoms
There is no King or Ruler (even today) so great that he can act in independence of God. Whether they admit it or not, God is controlling them, just as he controls the water in the rivers. He can direct them to destroy their land or to heal it.
A good example of this was Pharaoh. He lost his whole Army at the Red Sea. Egypt lost its power and place as a World Leader.
No One Free From Punishment
People who are guilty of committing violence and contriving evil towards others will find out (sooner or later) that what they are doing will boomerang back upon them, just as evil talk does, and eventually they themselves will be dragged away like fish caught in a net.
God Uses Evil to Destroy Evil

God also uses the wicked and the evil for his very own work and ends, and then afterwards he destroys these tools after he is through using them, so in the end he destroys all of his enemies.
Karma Never Fails
So, it will be with evil leaders and rulers. The destruction they devise, and cause will stick with them, and will come back upon them. They will be caught in the devices they had planned and made for others (consider Haman).
We may think that nothing is wrong in the things that we, or our leaders are doing, but the God knows what is in the hearts of men, and he will repay accordingly.
