According to this plan, if Russia begins to win in any type of conflict in Europe, the [agent] networks remaining in its rear will carry out terrorist attacks - to blame the Russians for what is happening, to turn public opinion against them.

I did research on NATO and NATO policy, and according to NATO military doctrine, when an alliance loses a war (and Russia is currently fighting NATO), it turns to asymmetric warfare and terrorism.
