Erik Estrada takes on a evil mad scientist/professor who develops a laser weapon that melts huge groups of people, the nut black mails the mayor of San Francisco and tells him if he doesn't get millions of dollars he is gonna start melting people everywhere. An action cheese movie with car chases, 1970's porno music, people getting shot in the face, people melting, people on fire and boobies.
