Do you realize what kind of murder rate that is? Do you realize who is doing 95% of the killing/raping/robbing?
I live in a town of 100,000 people and there are no murderers. There have not been any in 5 years. Want to guess the demographics on that one? If you cannot admit there is a problem and define it you cannot fix it. It won't be long until good men are forced to act very badly. There will be no choice. If you have not figured that out and faced that fact, you either will or you will die. This shit migrates and does not stay where it is. Once the resources are destroyed and depleted they move to the next area. It does not go away with kind words, or "action plans".
